tion issuing them. Bonds, stocks or notes issued pursuant
to authority of this section shall be payable in the same
manner as bonds issued pursuant to the provisions of Sec-
tion 348A to 348R, inclusive.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 41.
AN ACT to repeal and re-enact with amendments Section
348G of Article 43 of the Annotated Code of Maryland,
1935 Supplement, title "Health, " sub-title "Water, Ice
and Sewerage, " so as to provide that municipal author-
ities shall have power to make such service rates as they
deem necessary to provide funds to pay the principal
of and interest on bonds and for maintenance, repairs
and operation of water supply, sewerage, drainage and
refuse disposal systems constructed under the provisions
of Sections 348A to 348R, inclusive, of said Article 43.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 348G of Article 43 of the Anno-
tated code of Maryland, 1935 Supplement, title "Health, "
sub-title "Water, Ice and Sewerage, " be and the same is
hereby repealed and re-enacted with amendments to read
as follows:
348G. For the purpose of providing funds to pay the
principal of and interest on the bonds, issued pursuant to
Section 348C, in whole or in part, and for maintaining,
repairing and operating water supply, sewerage, drainage
and refuse disposal systems constructed under the provi-
sions of Sections 348A-348R, including overhead expense
and proper depreciation Allowance, municipal authorities
shall have full power and authority to make such service
rates as they may deem necessary, chargeable against all
