Amendment No. 1—
Strike out the last line of the title of the Third Reading File bill
and insert in lieu thereof the following: "debt; and providing that
the County Commissioners of Garrett County shall not borrow any
money under the provisions of this Act and that no taxes shall be
levied in Garrett County under the provisions of this Act."

Amendment No. 2—
On page 7 of the Third Reading File bill, after line 31 of Sec. 8,
insert the following new section:
"SEC. 8A. And be it further enacted, That the County Commis-
sioners of Garrett County shall not borrow any money or in any
way participate in the provisions of this Act; and that no taxes
shall be levied in Garrett County under the provisions of this Act."
