ANNAPOLIS, MD., December 17, 1949
By Mr. Pumphrey:

Ordered, That the rules adopted by the House of Delegates of
Maryland at the regular session of 1949 be hereby adopted as the
rules governing the House of Delegates during the present special
session of 1949 until otherwise ordered.

Which was read and adopted.
By the Speaker:

I hereby appoint the Hon. Richard E. Lankford as a member of
the Rules Committee, in place of the Hon. William F. Stromeyer,
resigned.

INTRODUCTION OF BILLS
House Bill No. 1—By The Speaker:

A Bill entitled "An Act to repeal Chapter 683 of the Acts of 1949
and to authorize the creation of a State debt in the aggregate
amount of Three Hundred Fifty Thousand Dollars ($350,000), the
proceeds thereof to be used for the purpose of erecting and equip-
ping a new building or buildings for the colored deaf and blind at
the Maryland School for the Blind, to provide generally for the
issue and sale of certificates of indebtedness evidencing such loan
and to levy taxes to pay the interest on and principal of said debt."

Which was read the first time and referred to the Committee on
Ways and Means.

House Bill No. 2—By Mr. Luber:

A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 289 of Article 4 of the Code of Public Local Laws of Mary-
land and Baltimore City Charter (1949 Edition), title "Baltimore
City', sub-title 'Orphans' Court', as said section was amended by
Chapter 599 of the Acts of 1949, relating to the compensation of
the bailiffs of the Orphans' Court of Baltimore City."

Which was read the first time and referred to the Committee on
Judiciary.

House Bill No. 3—The Speaker:

A Bill entitled "An Act making an emergency appropriation to
the Board of Public Works to be used by said Board in supplement-
