Now, THEREFORE, I, WM. PRESTON LANE, JR., GOVERNOR OF THE
STATE OF MARYLAND, by virtue of the authority conferred and duty
duly imposed upon me by the Constitution of Maryland, do hereby
call a special or extraordinary session of the General Assembly of
Maryland to consider and act1 upon the measure aforesaid; said
special or extraordinary session to begin at 11:00 A. M. on Satur-
day, December 17, 1949, at the State Capitol, in the City of Annap-
olis, State of Maryland.

GIVEN Under my Hand and the Great Seal of the State of Mary-
land. Done at the City of Annapolis this 7th day of December, in
the Year of Our Lord, One Thousand Nine Hundred and Forty-nine.

Which was read.

The next Order of Business is the election of a permanent pre-
siding officer.

The Hon. L. Harold Sothoron, of Prince George's County, nomi-
nated the Hon. Joseph R. Byrnes for President of the Senate, which
was duly seconded by the Hon. Robert Kimble of Allegany County.

There being no other nominations, the nominations were closed,
and Senator Byrnes was elected by yeas and nays as follows:

AFFIRMATIVE.

Messrs.—

Bailey, Balch, Barton, Beck, Byrnes, Carter, Davis, Della, Ellison, Fraley,
Goldstein, Hoff, Hofferbert, Johnson, Guy, Johnson, T. F., Kimble, McAllister,
McLaughlin, Monroe, O'Neill, Phoebus, Shallcross, Sothoron, Storm, Strom-
berg, Stromeyer, Thomas, Turnbull, White. Total—29

NEGATIVE—NONE.

Senator Byrnes was then escorted to the Chair by the Senators
from Prince George's and Allegany Counties.

The President-elect delivered a short address upon taking the
Chair.
