ance, said appropriation to be expended only upon a match-
ing basis and to authorize the several Counties and the
Mayor and City Council of Baltimore, as the case may be,
to levy such tax or borrow such money as may be necessary
to match available State funds.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of Three Hundred Thousand Dollars
($300,000) is hereby appropriated from any funds in the
General Surplus Fund Account of the Treasury of the State
for the fiscal year ending June 30, 1950, as an emergency
appropriation, to the Board of Public Works, to be used by
the Board of Public Works for the purposes and in the man-
ner established by Item No. 4 of the State Board of Public
Welfare appropriation of the budget for the fiscal year ending
June 30, 1950 (Chapter 193 of the Acts of 1949), said Item
being found on page 473 of the published volume of the Acts
of 1949, for supplementing said appropriation to the State
Board of Public Welfare so as to extend its program of
General Public Assistance to individuals and families in need,
arising out of the existing and prospective emergency situa-
tion caused by unemployment. Said sum shall be expended
only when matched by funds provided by the several Counties
and the Mayor and City Council of Baltimore, as the case
may be, on the basis established by rule and regulation, or
any special rule or regulation adopted to meet the present
or any prospective emergency situation caused by unemploy-
ment, of the State Department of Public Welfare governing
expenditures for General Public Assistance. The several
Counties and the Mayor and City Council of Baltimore, as the
case may be, are hereby authorized and empowered to levy
such tax on each One Hundred Dollars ($100) of assessable
property or to borrow such money and incur such indebted-
ness on its separate and individual faith and credit in the
manner, at the time or times, in the amounts and under the
terms and conditions determined by it, any debt limitations
to the countrary notwithstanding, or both, as may be neces-
sary to provide the necessary funds required by said rules
and regulations, or any special rules or regulations as afore-
said, to match available State funds.
SEC. 2. And be it further enacted, That the Treasurer of
the State shall, upon the warrant of the Comptroller, dis-
burse the said sum of money herein appropriated for the
objects and purposes herein specified, to or upon the order
of the person or persons entitled to receive the same.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and hav-
ing been passed by a yea and nay vote, supported by three-
