eliminate the airport hazard or to protect the said aerial
approaches or to effectuate the purposes of this sub-title.

66. Validity. In case it should be judicially determined
that any word, phrase, clause, item, sentence, paragraph or
section of this sub-title, or the application thereof to any per-
son or circumstances, is invalid, the remaining provisions and
the application of such provisions to other persons or circum-
stances shall not be affected thereby, it hereby being declared
that such remaining provisions of this sub-title without the
word, phrase, clause, item, sentence, paragraph or section, or
the application thereof, so held invalid, would have been
enacted.

SEC. 2. And be it further enacted, That any and all laws
and any and all parts of any and all laws in force in the State
of Maryland inconsistent with the provisions of this Act are
hereby repealed to the extent of any such inconsistency.

SEC. 3. And be it further enacted, That the repeal by this
Act of any provisions of law shall not revive any law hereto-
fore repealed or superseded, nor shall any such repeal affect
any act done, liability incurred, or any right accrued or
vested, or affect or abate, or prevent any right or penalty or
punishment of any offense under the authority of such repealed
laws.

SEC. 3A. And be it further enacted, That this Act shall not
apply to nor be applicable in Baltimore County, nor to any
airport nor any property or property interest located in whole
or in part in Baltimore County, as to the part located therein.

SEC. 4. And be it further enacted, That this Act shall take
effect June 1, 1944.

AN ACT to repeal Section 22 of Article 59 of the Annotated
Code of Maryland (1939 Edition), title "Lunatics and In-
sane", sub-title "Board of Mental Hygiene", and to enact in
lieu thereof a new section of said Article to be known as
Section 22 thereof and to follow immediately after Section
