Federal sources shall be paid the same additional compensation
as if they were State employees and their compensation were
paid from State Funds, provided that the Federal Govern-
ment consents to the payment of such additional compensa-
tion from Federal funds or from State funds derived from
Federal sources.

SEC. 5. And be it further enacted, That the regular em-
ployees in the offices of the Registers of Wills and Clerks of
the Courts throughout the State shall be considered as State
employees for the purposes of this Act and shall be entitled
to the additional payments provided for such employees by
this Act according to the terms and conditions herein pro-
vided for other State employees and such employees shall
receive said additional payments herein provided for.

SEC. 6. And be it further enacted, That all employees of the
State Eoads Commission entitled to the payments provided
by this Act shall be paid such increases from State Eoads
funds and all other employees entitled to such payments who
are paid from Special Funds shall also be paid such increases
from the Special Funds from which their customary com-
pensation is paid.

SEC. 7. And be it further enacted, That the additional pay-
ments provided f or by this Act shall not be paid to any em-
ployees who receive maintenance as part of their compensa-
tion; provided, however, that this section shall not apply to
any police employees of the Department of State Police, nor
to those employees of the State Eoads Commission employed
in operating the ferries, nor to teachers and employees of the
State Teachers7 Colleges.

SEC. 7A. And be it further enacted, That any employee who
leaves or has left the State service to enter the armed forces
and has been discharged and re-employed by the State or shall
hereafter be discharged and be re-employed by the State shall
be entitled to the full payments provided by this Act, provided
he is employed by the State at the time any of such payments
are payable under this Act.

SEC. 8. And be it further enacted, That the additional pay-
ments provided for the foregoing employees under this Act
shall not be liable for any contribution to any pension or
retirement system.

SEC. 9. And be it further enacted, That there is hereby
appropriated from any funds in the General Surplus Account
