sions of this sub-title, are suspended hereby to the extent of
such inconsistency, and shall remain so suspended until June
1, 1945, or the issuance of a Proclamation, as provided in Sec-
tion 314J of Article 33 of the Annotated Code as enacted by
this Act.

SEC. 4. And be it further enacted, That if any part, section,
paragraph, clause, sentence or provision of this Act or any
application thereof is held invalid for any reason, the re-
mainder of this Act and other applications thereof shall not be
affected thereby and to this end the provisions of this Act are
declared to be severable.

SEC. 5. And be it further enacted, That this Act shall be
and continue in effect until June 1, 1945; provided, however,
that it shall cease to be in effect if prior to that date there
shall be issued a proclamation as provided in Section 314J of
Article 33 of the Annotated Code as enacted by this Act.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and, being
passed upon a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect June 1, 1944.

CHAPTER 2.

(Senate Bill No. 2)

AN ACT to repeal and re-enact, with amendments, Section 307
of Article 33 of the Annotated Code of Maryland (1939
Edition), title "Elections", sub-title "Voting by Mail", and
to add a new section to said Article and said sub-title, said
new section to follow immediately after Section 305 of said
Article and to be known as Section 305A, to provide, respec-
tively, for the making of applications for Absentee Ballots
to be voted at the Primary Election of May 1, 1944, and
for the time in which candidates for all offices, except that
of President of the United States, shall file Certificates of
Candidacy for nomination and for the printing of Absentee
Ballots for said Primary Election.
