shall file a certificate of such oath with the clerk or chairman
of said Commissioners which shall become part of the record
of said town.

SEC. 12. And be it further enacted, That the Treasurer
shall give bond to the Commissioners in such surety or sureties
as said Commissioners may require, conditioned for the faith-
ful performance of the duties of his or her office.

SEC. 13. And be it further enacted, That the Commis-
sioners may pass such ordinances, not inconsistent with law, as
in their judgment may be for the best interest of the town and
provide in such ordinance the penalties and punishments for
violation thereof; they shall have supervision over the side-
walks, streets, roads and alleys of said town; provide fire pro-
tection; pass ordinances to preserve the safety, morals and
health of the community, to promote sanitation and to protect
the lives and property of the citizens; grant licenses for the
operating or conducting of any and all places of public amuse-
ment and entertainment, or for the operating or conducting
of any other business or industry which the Board of Commis-
sioners may decide to license, but nothing herein shall be con-
strued as giving the Commissioners the power to refuse or re-
voke a license; and fix the fees to be paid on the granting of
any such license; and for any ordinance passed by the Commis-
sioners may provide for its enforcement by a prosecution before
any Justice of the Peace of Prince George's County. A major-
ity of said Commissioners shall constitute a quorum and the act
of such majority shall be the act of the whole Board of Com-
sioners.

SEC. 14. And be it further enacted, That at the first meeting
of any Board of Commissioners elected hereunder they shall
appoint three residents of the town over twenty-one years of
age to act and serve as a Board of Assessors for the town of
Fairmount Heights. Said assessors shall adopt the county
assessment on all real property, and make up a full and com-
plete list of said property within the said town limits with the
names and addresses of the owner's thereof and file the same
with the Commissioners on or before the first day of July in
each year. As soon thereafter as is practicable, the said
Commissioners shall by ordinance levy a tax not to exceed
ten (10) cents per one hundred dollars ($100) on all such
