($300, 000), upon the faith and credit of Hagerstown for
the purpose of providing additional money for the projec-
tion, construction and establishment of the sewerage and
drainage system and sewage disposal plant for the City of
Hagerstown, Washington County, Maryland; providing for
the payment of interest and principal of said bonds when
the same become due and payable.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That in order to provide additional money for the
projection, construction and establishment of a sewerage and
drainage system and sewage disposal plant for the City of
Hagerstown, Washington County, Maryland, the Mayor and
Council of Hagerstown be, and it is hereby authorized and em-
powered to borrow a sum of money not to exceed Three Hun-
dred Thousand Dollars ($300, 000), upon the faith and credit
of Hagerstown and to provide for borrowing the sum neces-
sary to project, construct and establish said sewerage system,
drainage system and sewage disposal plant, the Mayor and
Council of Hagerstown is hereby authorized and empowered
to issue coupon bonds to be known as sewerage bonds, Series 10,
in such amounts and denominations as it may deem best; not
to exceed Three Hundred Thousand Dollars ($300, 000), said
bonds to be signed by the Mayor or to have a facsimile of his
signature stamped thereon and to bear interest at a rate to be
determined by the Mayor and Council, payable as they shall
designate, and said bonds are to mature as and when provided
by the said Mayor and Council; said bonds and coupons when
signed by the Mayor and attested by the Clerk shall be handed
over to the tax collector of said City, who shall give a receipt
for the same and whose bond shall be responsible for the safe
keeping of said bonds and the proceeds thereof. The tax col-
lector shall then sell said bonds at Public Auction or by sealed
bids after giving at least two weeks' public notice, by adver-
tisement in one or more newspapers published in Hagerstown
and in Baltimore City under the supervision of and at such
time, and in such amounts as the Mayor and Council shall
order, but no bonds shall be sold by sealed bids except at a
price approved by the Mayor and Council; and the said tax
collector shall deliver the same to the purchaser or purchasers
and receive the money therefor, including any interest or pre-
mium thereon; and shall report under oath to the Mayor and
Council his proceedings in the premises as soon as possible
after said sale with the name or names of the persons to whom
