the General Assembly of Maryland of 1927, and for the con-
struction of a road from the point where said bridge reaches
Kent County at or near Tolchester to meet the State road from
Tolchester to Chestertown at some appropriate point, $480, 000,
the same to be taken from the issue of February 15, 1930,
provided, however, that the $600, 000 of said loan dated Feb-
ruary 15, 1930, shall not be issued at all and the said road
in this paragraph referred to shall not be built unless, in the
opinion of the State Roads Commission and of the Attorney
General of Maryland, valid and enforceable contracts with re-
sponsible parties shall have previously been made for the con-
struction and completion of the said Chesapeake Bay Bridge,
and unless the State Roads Commission is of opinion that the
said bridge will in fact be completed within what it considers
a reasonable time.
SEC. 7. And be it further enacted, That the State Roads
Commission is hereby authorized and directed to ask for bids
and enter into contracts in the usual form for the construc-
tion, widening and extension of the State Roads System of
Maryland, and for paving in Baltimore City, as aforesaid, said
contracts to be made in the name of the State Roads Commis-
sion, and to contain the same provisions now required by law
for contracts for roads.
The State Roads Commission is authorized to make devia-
tions from the routes and directions provided above, to the
extent that such deviations may be found necessary, in order
that the said roads may fulfill their purposes in the most
practicable way and at the least cost, and the authority hereby
given to construct said roads shall include the right to con-
struct bridges thereon wherever bridges may constitute a
proper part thereof.
SEC. 8. And be it further enacted, That in case any balance
remains to the credit of any of the above projects after the
completion thereof, then the State Roads Commission is author-
ized to apply such balance to any of the other projects herein
provided, for the completion of which the said commission
finds such balance or balances necessary.
SEC. 9. And be it further enacted, That the County Com-
missioners of the several counties of the State and the Mayor
and City Council of Baltimore are hereby respectively directed
to levy State taxes for the year 1930 at fifty one-hundredths
