CHAPTER 262.

AN ACT to authorize and direct the Police Commissioner of
Baltimore City to increase the pay and pension of Robert
D. Carter, retired Marshall of Police to an amount equal to
one-half of the present salary or pay provided by law to be
paid the Inspector of Police of Baltimore City and to
increase the pay and pension of James Manning and
Samuel W. House, retired Deputy Marshalls of Police,
respectively, to an amount equal to one-half of the present
salary or pay of an Inspector of Police of Baltimore City.

WHEREAS, since Robert D. Carter was retired as Marshall
of Police of Baltimore City, the title "Marshall" has been
abolished, and the duties formerly appertaining thereto have
been delegated to the newly created office of Inspector of
Police, and since James Manning and Samuel W. House,
respectively, have been retired as Deputy Marshalls of Police
of Baltimore City, the title of "Deputy Marshall" has been
abolished, and the duties formerly appertaining thereto have
been delegated to a number of Inspectors, whose offices have
been newly created; and

WHEREAS, By Chapter 203 of the Acts of the General
Assembly of Maryland for the year 1927, the salary of
Inspector of Baltimore City was increased from $4, 000 to
$5, 000 annually, and that of each of the Inspectors of Police
of Baltimore City was increased from $3, 500 to $4, 500 an-
nually; and

WHEREAS, by Section 777 of the Baltimore City Charter,
the General Assembly of Maryland, expressly declared the
intent and policy; that whenever a policeman or officer of
Police shall have been retired, and at a later date; the salary
provided to be paid to active policemen or officers of Police
of the grade of those who have been retired, shall have been
increased, then every such policeman or officer of Police so
retired shall be paid out of the special or pension fund under
the management and control of the Police Commissioner of
Baltimore City, such a sum or sums as shall equal one-half
of the remuneration, salary or pay provided for and paid to
active members of the Police Department of Baltimore City,
holding the same rank or grade as that held previously by such
retired policeman or officer of Police, at the time of their
