committing of offenders for violations of law within the corpo-
rate limits of said town, or of any ordinance duly passed and
enacted by said Town Commissioners; and an appeal from
his decision and judgment in any case may be taken to the
Circuit Court for Charles County, which shall hear and deter-
mine the matter as upon appeals from Justices of the Peace;
provided, the party aggrieved by such decision and judgment
give bond, with sureties approved by the president in double
the amount of the judgment and cost against him.

SEC. 24. And be it further enacted, That any Justice of
of the Peace for Charles County residing for the time in the
town of Cobb Island is hereby declared to be the conservator
of the peace of the town, and it shall be his duty to order the
arrest of any person breaking the peace of the town or disturb-
ing the quiet and order thereof, or violating any of the ordi-
nances made and passed by the Town Commissioners for
securing the safety of the property or persons of the inhabit-
ants of the town; and upon complaint being made under oath
before any such Justice of the Peace of the violation of any
ordinance of the town of Cobb Island, he shall forthwith issue
process against the offender in the name of the Town Com-
missioners of Cobb Island to recover the fine or penalty im-
posed for the violation of such ordinance and may hear and
determine the matter as in other cases arising under the laws
of this State in which he has jurisdiction, and shall receive
. the same fees therefor.

SEC. 25. And be it further enacted, That all fines and
penalties as well as all taxes collected under the provisions of
this Act, shall be collected in the name of and for the use of
the Town Commissioners of Cobb Island, who shall expend
the same as in their judgment they may deem best for the
purposes of the corporation.

SEC. 26. And be it further enacted, That twenty-five per
cent, of such taxes for public or county road purposes as are
levied by the County Commissioners of Charles County upon
the inhabitants or the property in the town of Cobb Island shall
be expended on the streets and roads within the corporate limits
of said town, under such rules and regulations as may be
agreed upon or adopted by and between the Road Commis-
sioners for Charles County and the Town Commissioners.
