roads in Prince George's County as may be designated by the
said County Commissioners of Prince George's County, and ap-
proved for such reconstruction and improvement by the State
"Roads Commission, and upon completion shall thereafter be and
become a State road or State roads, and shall thereafter be
maintained and repaired as a part of the State roads system of
the State of Maryland. ' Provided, however, that prior to such
payment over of said money as herein provided to the State
Roads Commission after the deductions in this section men-
tioned, the County Commissioners of Prince George's County
are herein expressly empowered and authorized to utilize, lay
out and expend such of the proceeds of sales of said bonds as
shall liquidate and pay for such rights-of-way, condemnations
and expenses incident thereto, as may be necessary in the judg-
ment of said County Commissioners.

SEC. 5. And be it further enacted, That for the purpose of
paying the interest on said bonds and for the paying off of
the bonds themselves at maturity, the said County Commissioners
shall annually, until all of the said bonds issued under the pro-
visions of this Act shall have matured and been paid, levy a
tax upon the assessable property of said county sufficient to pay
the annual interest on all of said bonds so issued and outstand-
ing as the said interest shall become due and payable, and also
a tax in each year, said tax to begin at the levy laying term in
the year 1934, and to be levied annually thereafter upon all
the assessable property in said county in a sum sufficient to
pay said bonds at maturity.

SEC. 6. And be it further enacted, That the said County Com-
missioners shall require their Clerk to keep in a book provided
for the purpose, a full record of the bonds sold hereunder, the
names of the purchasers, the amounts realized therefrom, the
time and the sum or sums laid out and expended incident to the
issue, preparation and delivery thereof, the time and the sum or
sums expended for rights-of-way or condemnations and expenses
incident thereto, as well as the time and the sum or sums paid
over to the State Roads Commission of Maryland, the time and
amounts of interest payments, and the amount levied for and
set apart annually under the provisions of this Act for the re-
demption of the same at maturity.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of public health and safety, and being passed
upon a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage.
