either generally upon the whole assessable property of the
town, or specially upon the property of persons benefited, for
the whole or any part of the amount of said damages and costs.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.

CHAPTER 182.
AN ACT to authorize the Mayor and Councilmen of Frostburg
to establish a Municipal Band and to make yearly appropria-
tions for its maintenance and support.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Councilmen of Frostburg be, and
they are hereby authorized and empowered to establish a
Municipal Band for the City of Frostburg, for the purpose
of giving free concerts to the citizens of Frostburg and for such
other purposes as they may from time to time designate.
SEC. 2. Be it further enacted, That the Mayor and Council-
men of Frostburg shall have full power and authority to desig-
nate any band now or hereafter organized within the City of
Frostburg as the Municipal Band of said City, and when so
designated, the said Mayor and Councilmen of Frostburg shall
have full power and authority to make all rules and regulations
necessary for the conduct of said band as a Municipal Band.
SEC. 3. Be it further enacted, That the said Mayor and Coun-
cilmen of Frostburg shall have and they are hereby given the
power and authority to include in the annual levy of the as-
sessable property in the City of Frostburg such amount as shall
produce such yearly sum, not to exceed Six Hundred Dollars
($600), as the Mayor and Councilmen of Frostburg shall choose
to appropriate in order to purchase music, supplies and equip-
ment for said band and compensation for the Director of said
band, but not for any compensation to any of the other mem-
bers of said band, and for such other purposes as the said Mayor
and Councilmen of Frostburg may deem proper or requisite to
carry out the purposes of this Act.
SEC. 4. Be it further enacted, That all moneys realized from
said tax shall be kept by the Mayor and Councilmen in a special
