SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed upon a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 168.

AN ACT to amend the charter of the town of Vienna, in.
Dorchester County, as incorporated by Chapter 311 of the
Acts of the General Assembly of Maryland, 1904, entitled
"An Act to incorporate the town of Vienna in Dorchester
County, Maryland, " by adding a new section to such char-
ter, said section to follow immediately after Section 27
therein and to be known and designated as Section 28.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That the charter of the town of Vienna, in Dor-
chester County, as incorporated by Chapter 311 of the Acts of
the General Assembly of Maryland, 1904, entitled "An Act
to incorporate the town of Vienna in Dorchester County, Mary-
land, " be and the same is hereby amended by adding a new
section to such charter, said section to follow immediately after
Section 27 therein and to be known and designated as Sec-
tion 28, and to read as follows:

28. The Commissioners of said town shall publish an an-
nual statement setting forth the amounts of receipts and ex-
penditures of said town for that year, and such statement may
be published either by advertisement in some newspaper pub-
lished in Dorchester County or by handbills posted at conspicu-
ous places in said town. Such statement shall be so published
for each year not later than sixty days following the general
levy made for the next succeeding year.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.
