county. The present Commissioners created by this Act shall
be William J. Wilson from the First District, A. B. Duke from
the Second District and Charles H. Birckhead from the Third
District, who shall serve until the first Monday in April, 1931,
after which time their successors shall be appointed by the
County Commissioners of Calvert County for a term, of four
years and until their successors shall be appointed and quali-
fied. Each of said Commissioners shall receive a salary of
two hundred dollars ($200. 00) per year, payable quarterly,
the said salaries to be paid by the County Commissioners of
Calvert County. In case of any vacancy occurring in said
Commission, the County Commissioners shall appoint some
one from the same Election District to fill out the unexpired
term of said Commissioner, so that there shall always be one
Commissioner from each Election District. The County Com-
missioners of said County shall levy the road taxes in said
county as provided by law, but the road taxes thus levied and
collected shall be expended in the Election District in which
collected.

The Road Commissioner for each district shall have full
power and authority to determine the public roads in his dis-
trict to be repaired and to supervise such repairs. Payments
for work and material in repairing the public roads in the
several Election Districts shall only be made upon the ap-
proval of the Commissioner of the District in which such
material was furnished or work done.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect, from the date
of its passage.
