authorized and empowered to summon and require the attend-
ance of witnesses, through the offices of the respective Sheriffs
of the State, or by subpoena issued by any member of the com-
mittee and served by any person designated to do so; and to
require the production of all books, documents, accounts and
papers the committee may deem relevant; and to examine all
witnesses under oath, which may be administered by any mem-
ber of the committee. If any person so summoned shall fail
to appear before the investigating committee, or shall fail or
refuse to answer or answer falsely any relevant question pro-
pounded, or shall fail or refuse to produce any book, document,
account or paper when ordered to do so, he shall be deemed
guilty of a misdemeanor and shall be subject to a fine of not
less than five hundred dollars ($500. 00) and not more than one
thousand dollars ($1, 000. 00), or be imprisoned for not less than
one month and not more than one year, or both, in the discre-
tion of the court. The said investigating committee may meet
at such times and places as it may determine, and two members
thereof shall constitute a quorum for the transaction of busi-
ness, and for the exercise of all powers and authority hereby
conferred.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure, and necessary for the im-
mediate preservation of the public health and safety, and being
passed upon a yea and nay vote of three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 2.
AN ACT to authorize and empower the Mayor and Council
of Pocomoke City to borrow upon the faith and credit of
Pocomoke City a sum of money not to exceed Fifty Thou-
sand ($50, 000. 00) Dollars, and to issue and sell coupon
bonds therefor of a par value not exceeding Fifty Thousand
($50, 000. 00) Dollars; and to expend the proceeds there-
from for the purpose of extending and improving the water
system and water supply of Pocomoke City, and for the
purpose of extending, repairing and improving the sewer-
