build such bridges as it may decide to be a proper part of the
rural post road system, as herein described.

SEC. 10. And be it further enacted, That the County Com-
missioners of the several counties of the State and the Mayor
and City Council of Baltimore are hereby respectively directed
to levy State taxes for the year 1930 at thirteen one hundredths
(13/100) of one cent on each one hundred dollars ($100) of
assessable property; for the year 1931 at twenty-three one
hundredths (23/100) of one cent on each one hundred dollars
($100) of assessable property; for the year 1932 at thirty-
nine one hundredths (39/100) of one cent on each one hundred
dollars ($100) of assessable property; for the year 1933 and
annually thereafter to and including the year 1945, fifty-four
one hundredths (54/100) of one cent on each one hundred
dollars ($100) of assessable property, to be collected accord-
ing to law, to meet the interest on the amount of said certifi-
cates outstanding and also to meet and redeem so much of the
principal in each of said years as will be represented by certifi-
cates redeemable in each year, respectively, as herein specified
in Section 2 of this Act.

SEC. 11. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 131.

AN ACT to repeal and re-enact with amendments Sections 2,
3, 5, 10, 11, 12 and 13 of Chapter 532 of the Acts of the
General Assembly of 1927 providing for fishing and boating
on the waters of Deep Creek Lake, located in Garrett
County, now under lease to the State of Maryland by the
Eastern Land Corporation and the Youghiogheny Hydro-
Electric Corporation; to secure licenses therefor; describing
the manner in which said licenses are to be issued; cost
thereof, how license fees are to be collected; defining the
kinds and classes of boats which may be used thereon; re-
