perches to the end of the first line. The Mayor and Council
of said town may hereafter shorten or lengthen or change the
courses and distances of said bounds, in their discretion; pro-
vided, that the entire area of said town shall not exceed seven
hundred acres; and such changes shall be at once surveyed and
platted and recorded among the Land Records of Caroline
County.

Section 3. The government, corporate authority, rights,
powers and privileges of the said town shall be vested in and
exercised by a Mayor and four Councilmen who shall be elected
as hereinafter provided, who shall be qualified voters of the
town of Federalsburg for at least one year next preceding their
election, and their term shall be as hereinafter provided or
until their successors are elected and qualified.

Section 4. That on the fourth Monday of April in 1929
and on the fourth Monday of April every two years there-
after an election shall be held between the hours of one and
five o'clock P. M. under this Charter for the election of the
Mayor and Council after notice printed in some newspaper of
general circulation printed and published in Caroline County
or posted in three conspicuous places in the town of Federals-
burg for at least ten days before the election, and all inhabi-
tants of the said town qualified to vote for delegates to the
General Assembly of Maryland, who have been residents of
the said town for at least one year, shall be qualified to vote
for the said Mayor and Council at the election to be held on
the fourth Monday of April, 1929, and at all subsequent elec-
tions which shall be held under this Charter, and all person or
persons deciding to become a candidate for Mayor or Council-
man shall at least fifteen days prior to said election file with
the Clerk of Federalsburg a written statement of such candid-
acy, accompanied by a petition signed by at least ten duly qual-
ified voters nominating such candidate, which written state-
ment of candidacy and the voters' nominating petition shall be
substantially in the following form:

I,..................., hereby certify that I am now and

have been for more than one year a resident of the town of
