SEC. 2. And be it further enacted, That all laws or parts
of laws inconsistent with the provisions of this Act are hereby
repealed to the extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 106.
AN ACT to assent to the Act of Congress of the United States,
approved by the President on the 22nd day of May, 1928,
entitled "An Act to provide for the further development of
agricultural extension work between the agricultural colleges
in the several States receiving the benefits of the Act entitled
'An Act donating public lands of the several States and Terri-
tories which may provide colleges for the benefit of agricul-
ture and mechanic arts, ' approved July 2nd, 1862, and all
Acts supplementary thereto, and the United States Depart-
ment of Agriculture. "
WHEREAS, The Congress of the United States has passed an
Act which has been approved by the President on the 22nd day
of May, 1928, entitled "An Act to provide for the further de-
velopment of agricultural extension work 'between the agricul-
tural colleges, in the several States receiving the benefits of an
Act of Congress, entitled 'An Act donating public lands of the
several States and Territories which may provide colleges for
the benefit of agriculture and mechanic arts, ' approved July 2nd,
1862, and all Acts supplementary thereto, and the United States
Department of Agriculture''; and
WHEREAS, It is provided in Section 1 of the Act of Congress
aforesaid that the grants of money authorized by this Act shall
be paid only "to each State which shall by action of its legis-
lature assent to the provisions of this Act"; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the assent of the State of Maryland be and the same
