their body and some person as treasurer thereof. One
person may be elected as both clerk and treasurer, and a mem-
ber of their body may be elected to either or both of said
offices, but if a person other than a member of the Commis-
sioners of Delmar shall be elected to one or both of said offices,
such persons must be a regular qualified voter of the town, and
must have been a taxpayer thereof for at least twelve months
prior to his election. At their second regular meeting after
any election, the Commissioners shall elect a bailiff for said
town who shall not be one of their members, and they may
appoint counsel and give him such compensation as may be
agreed upon. One and the same person may act as clerk and
treasurer, and the baliff may be collector of taxes. Any of the
above named officers shall be subject to removal by a majority
vote of the whole number of Commissioners, and the compensa-
tion and duties of said officers shall be such as the Commis-
sioners may from time to time prescribe and determine.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public safety, and being passed
upon a yea and nay vote, supported by three-fifths of all mem-
bers elected to each of the two Houses of the General Assem-
bly, the same shall take effect immediately from the date of
its passage.

CHAPTER 92.

AN ACT to repeal and re-enact, with amendments, Section 3
of Chapter 256 of the Acts of 1904, entitled "An Act to
incorporate the town of Sykesville in Carroll and Howard
Counties, Maryland, " and to repeal and, re-enact, with
amendments, Section 12 of said Chapter as amended by
Chapter 232 of the Acts of 1908 and Sections 9A and 9B
as enacted by said Chapter 232 of 1908 and to repeal Sec-
tion 9C of said Chapter 232 of 1908, amending the Char-
ter of the town of Sykesville generally.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 3 of Chapter 256 of the Acts of 1904,
