istration of the affairs of said town, and the preservation of
the health and safety of the inhabitants thereof, have borrowed
from and are indebted to sundry persons and corporations on
promissory notes of said municipal corporation, endorsed by
divers citizens thereof, the sum of thirty-seven hundred dollars
($3, 700. 00); and
WHEREAS, The said Mayor and Common Council of Man-
chester, Maryland, desire to pay said notes, executed and de-
livered' as aforesaid to sundry persons and corporations in
acknowledgment of the aforesaid sum of thirty-seven hundred
dollars lent to said municipal corporation; and further to be
authorized and empowered by Charter provision to borrow a
sum of money not to exceed at any time whatsoever the amount
of ten thousand dollars ($10, 000. 00) on the faith and credit
of said town, for the purpose of liquidating the aforesaid float-
ing indebtedness, the improvement of the streets of said town,
the preservation of the health and safety of the inhabitants
thereof, and for other municipal purposes; and
WHEREAS, The said Mayor and Common Council of Man
Chester, Maryland, for the purpose of the necessary and proper
administration of the affairs of said town in the matter of the
improvement of the streets of said town, the preservation of
the health and safety of the inhabitants thereof, and for other
municipal purposes, has requested authority to borrow at any
time in the future, on the promissory note or notes of the said
Mayor and Common Council of Manchester, Maryland, a sum
of money not to exceed at any time whatsoever the amount of
ten thousand dollars ($10, 000. 00); now, therefore,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Charter of Manchester, Carroll County,
Maryland, be and the same is hereby amended by adding three
(3) new sections to Article 7 of the Code of Public Local
Laws, title ''Carroll County, " sub-title "Manchester, " to fol-
low Section 73B, to be designated as Section 73C, Section 73D
and Section 73E, and to read as follows:
73C. The Mayor and Common Council of Manchester,
Maryland, shall have the power and authority to borrow a sum
of money not to exceed at any time, in the aggregate, the
amount of ten thousand dollars, on the promissory note or notes
