Clerk of the Circuit Court of Allegany County to faithfully
perform the duties of their office, and each Councilman shall
receive as compensation for his services the sum of Twenty-
four Hundred Dollars ($2, 400. 00) per annum, payable in
equal monthly instalments; the Mayor shall receive a salary
of Three Thousand Dollars ($3, 000. 00) per annum, payable
in equal monthly instalments, and the said Mayor shall devote
at least six hours a day to the duties of his office and to the
affairs of said City.

SEC. 2. And be it further enacted, That before the provi-
sions of this Act shall become effective there shall be submitted
at the general election of the Mayor and Councilmen of Cum-
berland to be held in the year 1930, the question of whether
this bill shall become effective, and there shall be placed upon
the ballots used at said election the words "For Salary In-
crease" and the words "Against Salary Increase" with a suit-
able square after each of these phrases for the X mark of the
voters. If a majority of the voters voting shall be in favor of a
salary increase, this Act shall become effective at once; if a
majority of the voters voting shall be against the salary in-
crease, this Act shall be null and void.

SEC. 3. And be it further enacted, That this Act shall take
effect on the 1st day of June, 1929.

CHAPTER 83.

AN ACT to add three (3) new sections to Article 7 of the
Code of Public Local Laws of Maryland, title "Carroll
County, " sub-title "Manchester, " to follow Section 73B of
said Article as enacted by Chapter 107 of the Acts of 1922,
and to be designated as Section 73 C, Section 73D and Sec-
tion 73E, authorizing the Mayor and Common Council to
borrow money on the note or notes of the said Mayor and
Common Council to liquidate the floating indebtedness of
said town, and for other municipal purposes.

WHEREAS, The Mayor and Common Council of Manchester,
Maryland, for the purpose of the necessary and proper admin-
