Fund Trustees and shall be used as part of the Sinking Fund
to retire said bonds at maturity.
SEC. 4. And be it further enacted, That before the Mayor
and City Council shall proceed to sell the bonds herein au-
thorized said Mayor and City Council shall at the next general
election to be held in 1930 submit to the voters of the City of
Cumberland the question as to whether or not said bonds shall
be issued; and there shall be placed upon the ballot used at said
general election, the words "For Sewer Bonds, " and the words
"Against Sewer Bonds. " If the majority of the voters voting
shall vote for the bonds, said bonds shall issue, and if the major-
ity of the voters voting shall vote against the issuance of said
bonds, then the authority to issue said bonds shall wholly cease
and determine.
SEC. 5. And be it further enacted, That any and all Acts
or parts of Acts or any part or parts of the Charter of the
City of Cumberland, Maryland, conflicting in any way here-
with is or are repealed in so far and to the extent that the
same shall so conflict.
SEC. 6. And be it further enacted, That this is an emer-
gency law, necessary for the health, safety and best interests
of the citizens of Cumberland, and three-fifths of the members
of the General Assembly of Maryland concurring therein,
shall take effect from the date of its passage.

AN ACT to repeal Section 216Q of Article 1 of the Public
Local Laws, title "Allegany County, " sub-title "Roads, "
relating to suits against the Road Directors for Allegany
County, as enacted by the Acts of 1904, Chapter 262, and
to re-enact the same with amendments.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 216Q of the Public Local Laws, title
"Allegany County, " sub-title "Roads, " relating to suits against
the Road Directors for Allegany County, as enacted by the
