SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and hav-
ing been passed upon a yea and nay vote, supported by three-
fifths of all the numbers elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 77.
AN ACT to repeal and re-enact with amendments Section 3
of Article 33 of the Annotated Code of Maryland (1924
Edition), title "Elections, " sub-title "Supervisors of Elec-
tions, " providing that the Supervisors of Elections of Gar-
rett County shall be paid a salary only in those years in
which there is an election.

CHAPTER 78.
AN ACT to authorize the Mayor and City Council of Cum-
berland to issue bonds to the amount of Eighty-Five Thou-
sand ($85, 000. 00) Dollars for the purpose of improving the
general sewer system, and to submit the question of the
issuance of said bonds to the voters of said city, and to pro-
vide for the advertisement and sale of the same and the
redemption of same at maturity, together with the interest
thereon when and as the same becomes due and payable,,
and repealing any Act or part thereof inconsistent herewith.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and City Council of Cumberland,
Maryland, be and it is hereby authorized and empowered to
issue bonds to the amount of Eighty-Five Thousand ($85, -
000. 00) Dollars, payable at the end of twenty years from the
date of issue, and to sell the same in whole or in part, and to
apply the proceeds thereof as hereinafter provided; said bonds
