or resignation of said Police Justice so appointed by the pro-
visions of this Act the Governor shall appoint and designate
some other person possessing the necessary qualification to act
as and in the place of said Police Justice for the remainder of
the term for which said Police Justice had been appointed;
provided, however, that said Justice so appointed shall comply
with the provisions of this Act in the matter of giving bond.
SEC. 11. Be it enacted, That all laws and parts of laws in-
consistent, with the provisions of this Act be and the same are
hereby repealed to the extent of such inconsistency.
SEC. 12. And be it further enacted, That this Act is an
emergency law necessary for the immediate preservation of the
public health (or safety), and being passed upon a yea and
nay vote supported by three-fifths of all the members elected
to each branch of the General Assembly, the same shall take
effect from the first day of May, 1929.

CHAPTER 70.
AN ACT to repeal Section 195 of Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County, "
sub-title "County Commissioners, " as the same was repealed
and re-enacted by Chapter 8 of the Acts of the General As-
sembly of Maryland, at its session of 1924, and re-enact said
section with amendments.
SECTION. 1. Be it enacted by the General Assembly of
Maryland, That Section 195 of Article 13 of the Code of Pub-
lic Local Laws of Maryland, title "Harford County, " sub-title
"County Commissioners, " as the same was repealed and re-
enacted by Chapter 8 of the Acts of the General Assembly of
Maryland at its session of 1924, be and the same is hereby re-
pealed and re-enacted, with amendments, so as to read as
follows:
195. The said Clerk to the County Commissioners shall,
from the first day of January, 1924, receive such annual
