social needs of its disadvantaged citizens through the establish-
ment of State institutions to care for defective and dependent
persons, through the granting of appropriations from State
funds to private agencies engaged in welfare work, and through
the passage of laws establishing Mothers' Relief, Old Age
"Pensions, Soldiers' Relief, and other provisions; and

WHEREAS, from time to time various measures relating to
the relief of social needs are proposed for adoption by the
General Assembly; and

WHEREAS, there is reason to believe that certain welfare
needs throughout the State as a whole are not and cannot be
adequately met through the private efforts of small groups of
citizens; therefore, be it

Resolved by the General Assembly of the State of Mary-
land,
That the Governor be and he is hereby authorized and
directed to appoint a Commission, to be composed of not more
than seven citizens of the State of Maryland, who shall make
investigation; first, into the extent to which the General As-
sembly through its various enactments has provided for the
adequate meeting of the needs of disadvantaged citizens of
the State of Maryland and/or for the adequate supplementing
of the provisions made by privately supported agencies; and,
secondly, into the functioning of the State Welfare Depart-
ments in other States; and, thirdly, into the social problems
and needs affecting the citizens of Maryland; and, fourthly,
into other matters which the Commission may think have a
bearing on the purpose of this resolution; and shall report to
the Governor in writing not later than the first day of No-
vember, in the year one thousand nine hundred and thirty
with such recommendations concerning special legislation, or
such other measures as the Commission may feel are desirable,
for the social well being of the disadvantaged citizens of the
State of Maryland; and be it further

Resolved, That the Governor is hereby authorized and di-
rected to give the said Commission such assistance through the
several State Departments as may be useful, but that no
appropriation shall be made for the use of the said Com-
mission in the State Budget; and be it further

Resolved, That the said Commission shall be known as the
Social Welfare Survey Commission of the State of Maryland.
