cute the powers vested in them by the provisions of this Act.
In case the majority of votes cast at the regular or any subse-
quent election held under the provisions of this Act shall be
"Against Water Bonds" the "Burgess and Commissioners of
Funkstown" shall resubmit the provisions of this Act to the
qualified voters of said town at the next regular election to be
held in said town to be called under the provisions of this Act,
in the manner hereinbefore provided.
If the majority of the votes cast at the second election shall
be "For Water Bonds, " then this Act shall immediately go into
effect; but if a majority of votes cast at said second regular
election held under the provisions of this Act shall be "Against
Water Bonds, " then, and in that event, this Act shall be null
and void. All the provisions of law governing elections in said
town are hereby made applicable to said elections, under the
provisions of this Act as fully as if they were incorporated
therein, except as they be contradicted by or are repugnant to
the provisions of this Act, and except further that it shall not
be necessary, before holding any such election as herein pro-
vided, to have any registration of voters or any revision of the
poll books of said town.
The judges of election at said elections shall at the close of
the polls on said election day cast up the votes and make certifi-
cate of the same in the usual form and forward the said cer-
tificate and return the ballots to the Clerk of the Court for
Washington County, and upon receipt by said Clerk of the
said certificate and ballots he shall make proclamation of the
result by publication in one newspaper published in said
county.
SEC. 5. And be it further enacted, That if the result of any
of said elections shall be in favor of the bond issue, then the
Burgess of Funkstown, as soon after this Act becomes effective,
as it is possible so to do, by and with the advice and consent
of the Commissioners of said town, shall (immediately) ap-
point from the residents who are bona fide property owners and
taxpayers of said town, four persons of proper personal quali-
fications, who, together with the Burgess, shall constitute and
be a Water Board, and shall have charge of the construction
and management and maintenance of said Water Distribution
System. They shall appoint from their own number a treas-
urer, who shall give bond to be approved both as to amount
and sureties by said Water Board for the faithful performance
of his duties as such Treasurer. The said Treasurer shall re-
