without notice, who may have become so previous to June 1st,
1929.
91. Any assignment of any mortgage, which assignment
has been heretofore executed and recorded, but which has not
been sealed and in which no mention of any seal has been made
or in which either of such defects, or any mortgage or assign-
ment of mortgage sworn to or not sworn to at all, shall be and
they are hereby made valid to all intents and purposes, as if
said mortgage or assignment of mortgage had been in such
matters in full conformity with the law in force at the time
of such execution provided, that any such mortgage or assign-
ment of mortgage is in other respects legal and valid; and pro-
vided, further, that nothing in Sections 87 and 91 shall affect
the rights of any bona fide purchasers or creditors, without
notice, who become so prior to June 1st, 1929.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1929.

CHAPTER 547.
AN ACT to authorize, direct and empower the Board of
County Commissioners of Montgomery County to borrow
upon the faith and credit of said county, to the amount of
Four Hundred and Seventy-five Thousand Dollars ($475, -
000. 00) and to issue and sell bonds therefor, the proceeds
thereof to be used to construct, improve, locate or widen
roads and bridges on existing highways and to acquire land
therefor in Montgomery County; and to provide for the pay-
ment of interest on said bonds, and of the principal thereof,
by the levy of taxes and providing that said Act be passed
as an emergency measure.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Board of County Commissioners of Mont-
gomery County, be and they are hereby authorized and em-
powered to issue serial coupon bonds on the faith and credit of,
said county, to the amount of Four Hundred and Seventy-five
Thousand ($475, 000. 00) Dollars par value, said bonds to be is-
