mortgage, lease and dispose of at pleasure, and to execute,
acknowledge and deliver all deeds and other instruments of
writing concerning the same.

SEC. 2. And be it further enacted, That Section 1 of
Chapter 712 of the Acts of 1910 be and the same is hereby
repealed.

SEC. 3. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 522.

AN ACT to repeal Sections 2, 3, 4 and 5 of Chapter 647
of the Acts of Maryland of 1927 and to enact in lieu thereof
three new sections authorizing the Clerk of the Circuit Court
for Carroll County to make and install in his office a modern
and improved system of indexing of the Court and Magis-
trate Judgment Dockets from the year 1916 to the year
1930, inclusive, and of the Land, Mortgage, Equity and
other records from the beginning of said records to the year
1930, inclusive, to authorize and direct the County Com-
missioners of Carroll County to levy upon the assessable
property of said county a sum sufficient to pay the costs
of such indexing, and to authorize the said Clerk of the
Circuit Court for Carroll County to apply the excess fees
of his office for the years 1929, 1930, 1931, 1932, 1933,
1934 and 1935, or so much thereof as may be necessary, to
the repayment of said County Commissioners of the amount
so advanced.

WHEREAS, By Sections 2, 3, 4 and 5 of Chapter 647 of the
Acts of 1927, the Clerk of the Circuit Court for Carroll Coun-
ty is authorized and directed to make a general index of the
records of his office, and to apply the excess fees of his office
for seven years beginning with the year 1927 to the payment
