County in like manner as the vote for candidates at said regu-
lar election is required to be counted and returned under the
General Election Laws of Maryland, and the Supervisors of
Election of Kent County shall canvass the return of said vote
on said question, and certify the result thereof in the same man-
ner as the vote for candidates at regular elections is required
to be canvassed and certified, and the said Supervisors of Elec-
tion shall also certify the number of votes cast "For Road
Bonds" and "Against Road Bonds, " respectively, both to the
Clerk of the Circuit Court for Kent County and to the Clerk
of the County Commissioners of Kent County. If the majority
of votes cast at said election shall be "For Road Bonds, " then
the County Commissioners of Kent County shall be authorized
and empowered to issue bonds as provided in this Act, but if
the majority of votes shall be cast "Against Road Bonds, " then
this Act shall be of no effect and no bonds shall be issued there-
under.

SEC. 8. And be it further enacted, That in the event that it
shall appear to the County Commissioners of Kent County that
a majority of the votes cast at the special election provided for
in this Act are "For Road Bonds, " and any bonds are actually
issued under the provisions of this Act, then any failure to comply
with any of the provisions of this Act with respect to the man-
ner, time and place of the special election shall not affect the
validity of bonds issued under the authority of this Act or
impair the right of any holder of such bonds to collect the in-
terest and principal when due; and no purchaser of any of the
bonds authorized by this Act, and no holder thereof, for value
and in good faith, shall be bound to see to the application of
the purchase money of said bonds.

SEC. 9. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
