not be issued by the County Commissioners of Kent County for
the purposes set forth in this Act shall be submitted to the reg-
istered and qualified voters of Kent County on Saturday, May
11th, 1929, at a special election to be then held, at which spe-
cial election the polls shall open at 8 o'clock A. M. and shall
close at 6 o'clock P. M., and the Supervisors of Election of Kent
County are hereby directed to have ballots printed to be used
in said election, on which ballots shall appear in clear, plain,
bold type, of the size and style required by the General Elec-
tion Laws of the State of Maryland for the printing of names
of candidates, the following question, to wit:
"Shall or shall not Public Road Bonds of the par value of
Nine Hundred Thousand Dollars ($900, 000) be issued by the
County Commissioners of Kent County, the proceeds to be used
by the State Roads Commission for the construction and im-
provement of roads and bridges in Kent County, as provided
by Chapter.... of the Acts of the General Assembly of Mary-
land of 1929?"
Immediately after which shall be printed on separate lines,
with a square or box to the right and opposite the words "For
Road Bonds, " and a corresponding square to the right and op-
posite the words "Against Road Bonds, " all to be printed on
said ballots, so as to give the voter a clear opportunity to desig-
nate by a cross mark (X) in the proper square or box, his or
her decision for or against said Road Bonds. The Supervisors
of Election of Kent County shall give notice, at least fifteen
days before the day of said election, by advertisement in at least
two newspapers published in Kent County, of the submission
of said question, provided that, if for any reason said notice
shall not be given, or not given in the manner prescribed, such
failure shall not invalidate this Act or prevent its taking effect,
or in any manner impair the validity of any bonds issued under
the authority of this Act. The laws in force for the conduct
of elections in Kent County, and the provisions of the Corrupt
Practices Act shall apply in all particulars, wherever applic-
able, to the election held under this Act, except as otherwise
provided herein, and all the registered voters of said County
who are qualified to vote at the regular elections held under
the election laws of this State shall be entitled to vote at said
special election. The Supervisors of Election of Kent County
shall proceed to make arrangements for the special election pro-
vided for in this Act in the same manner as other elections,
and shall exercise the same powers and perform the same duties
with respect to the designation of polling places and the ap-
pointment of judges and clerks as is done in connection with
other elections. The judges and clerks of said election shall count
the vote on said question of the issue of said bonds, and make
a return thereof to the Supervisors of Election of said Kent
