dollars shall mature and become payable on the first day of
August in each and every year after the first day of August,
1938, until all of said bonds shall have been redeemed, and
said bonds may be issued in whole or in part at any time
within the period of five years after the passage of this Act.
The Mayor and Common Council of Hampstead are hereby
authorized and empowered to pass all ordinances and do all
things necessary for the purpose of carrying out the provisions
of this Act.
SEC. 5. And be it further enacted, That the Mayor and
Common Council of Hampstead shall cause to be kept a care-
ful register of the bonds authorized to be issued and sold
under this Act and of the transfers thereof; and as the same
are collected in and paid off they shall be cancelled and a
record of the cancellation by numbers, amounts and names
of the last holders of said bonds shall be made and entered
upon the books in which said bonds are registered.
SEC. 6. And be it further enacted, That the Mayor and
Common Council of Hampstead be and they are hereby author-
ized and directed to pay into a sinking fund to be created by
the said Mayor and Common Council of Hampstead, a suffi-
cient sum of money out of the taxes herein authorized to be
levied, to pay the principal and interest of the bonds herein
authorized to be issued and sold as the same shall become due
and demandable.
SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and hav-
ing been passed upon a, yea and nay vote, supported by three-
fifths of all members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.
