notes and the interest on said notes, and for no other purpose
whatsoever.
SEC. 3. And be it further enacted, That this Act is hereby
declared an emergency law necessary for the immediate preser-
vation of the public safety and health, and being passed upon
the yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 7.
AN ACT to repeal and re-enact with amendments Section 4
of Chapter 74 of the Acts of the General Assembly of
Maryland of 1927, entitled "An act to provide for the re-
funding and extension of the indebtedness of the Mayor and
Councilmen of Frostburg authorized under Chapter 69 of
the Acts of the General Assembly of Maryland of 1898,
amounting to Thirty-six Thousand Dollars ($36, 000. 00) and
to provide for a sinking fund for the redemption of said
bonds, " said section as amended authorizing the Mayor and
Councilmen of Frostburg to levy a special tax sufficient to
pay the interest on said bonds* and to redeem said bonds as
they become due and payable.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 4 of Chapter 74 of the Acts of the
General Assembly of Maryland of 1927, be and the same is
hereby repealed and re-enacted, so as to read as follows:
Section 4. Be it further enacted, That the Mayor and
Councilmen of Frostburg is hereby authorized and empowered
to levy and collect annually a special tax on the assessable prop-
erty of said City sufficient to meet the interest on the said bonds
and to provide a sinking fund for the redemption thereof at
maturity.
SEC. 2. Be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed
