167b. The County Commissioners of Kent County, may, at the
time of making their annual levy, levy upon the taxable prop-
erty of said County, a tax of not less than 20 Cents on the One
Hundred Dollars, one-half of which shall be used for the repair
and reconstruction of public roads and bridges in said County
and the remaining one-half of which shall be used for the con-
struction and reconstruction of permanent slag or Stone Roads
in said County, and, in addition thereto, the said County Com-
missioners: of Kent County (The said County Commissioners
may appropriate or levy such other sum or sums of money as
they may deem requisite for building of new bridges and open-
ing of new roads, and for repairing, constructing and recon-
structing public roads and bridges in said County by slag, stone
or otherwise. All of the taxes levied and collected under the
provisions of this section shall be disbursed by the County Com-
missioners upon the roads and bridges in said County and in
the manner hereinafter provided, and in no other.

167c. The County Commissioners of Kent County shall on
the first day of June 1929, or as soon thereafter as possible,
appoint some competent person, who shall have a sufficient
knowledge of civil engineering to enable him to accurately make
surveys, plats, profiles and specifications for the grading, drain-
ing, maintenance, repairs and reconstruction of the public roads
of said County, and also to do the necessary engineering work
for the building or rebuilding of bridges, and who shall have at
least three years' experience in road engineering work (and who
shall be approved as a competent road engineer by the State
Roads Commission of Maryland and by the Chief Engineer
thereof) to be County Road Engineer for Kent County for the
term of four years, at a salary of Fifteen Hundred Dollars a
year, payable monthly and the said County Road Engineer shall
hold his office and be paid for his services from the day he en-
ters upon his duties, unless removed for cause, as hereinafter
provided; and the said County Commissioners shall make such
appointments without any reference whatever to the political
opinion of the persons so appointed.

167e. The County Road Engineer shall reside in Kent County
during the term of his office and shall have (entire) charge, con-
trol and supervision of the working, repairing, constructing and
reconstructing of the public roads and bridges in Kent County
and the purchase of the material thereof, all of which shall be
subject to the approval of the County Commissioners of Kent
County, and shall make all specifications, for the building of
new roads and bridges, and shall see that no obstruction,
hindrance or injury is or shall be permitted upon any road or
bridge under Ms supervision as aforesaid. He shall employ such
