seventy-two months respectively, from said due date with in-
terest at the rate of six (6) per centum per annum and the per-
son assessed or any one on his behalf shall at anytime have the
right to anticipate by payment any or all installments of the
assessment not then due and any 'assessment or part thereof re-
maining due or unpaid be enforced as a tax in the same manner
as taxes due the town of Riverdale are enforced.

SEC. 6. And be it further enacted, That this Act shall not be-
come effective unless at a special election to be held in the Town
of Riverdale on the first Monday in July, 1929, which election
shall be conducted in all respects as regular elections in the
Town of Riverdale are conducted there shall be cast a majority
of votes in favor of this Act, and that at said election the ques-
tion of the approval or disapproval of the provisions of this
Act shall be submitted to the qualified voters of the said Town
of Riverdale, as follows: namely: That on the ballots provided
by the Mayor and Common Council of Riverdale at said elec-
tion there shall be printed the words, "For Street And Side-
walk Improvement Act, " and "Against Street and Sidewalk
Improvement Act, '' with a square after said words, in each case,
for the (X) mark of the voter, and the voter may vote thereon
by an (X) mark after his choice, and if there be a majority
of votes cast in favor of the Act, then this Act and the provi-
sions thereof shall go into effect immediately; and if there be
a majority of votes cast against this Act, then the same shall
be null and void.

CHAPTER 396.

AN ACT to authorize and empower the Mayor and Council of
Friendsville to close two alleys in the town of Friendsville,
in Garrett County, being first; an alley running through block
X in said town from First Avenue to Second Avenue and
Second: an alley running through the same block from Oak
Street to Chestnut Street, and to empower commissioners to
be appointed by the said Mayor and Council of Friendsville
to award compensation to any person or persons owning prop-
erty in said block X who may be affected by closing of said
alleys.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the Mayor and Council of Friendsville be and they
are hereby authorized and empowered to close two alleys in
