said Garrett Park for approval in the manner provided for in
Section 2, and provided also, that no period approved by said
voters at any time shall exceed three (3) years.
SEC. 5. And be it further enacted, That whatever balance
may remain unexpended of the amount levied and collected by
the Mayor and Town Council of Garrett Park, during the fiscal
year ended June 30, 1929, under authority of Chapter 190 of
the Acts of 1922, entitled "An Act to provide for the issuing
of bonds by the Mayor and Town Council of Garrett Park for
the purpose of improving and rebuilding the present road sys-
tem, " in excess of the amount required to retire the said bonds
in conformity with the provisions of the said Act, be and the
same is hereby authorized to be expended by the said Mayor
and Town Council in improving and resurfacing the roads of
the said town.
SEC. 6. And be it further enacted. That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 46.
AN ACT to repeal and re-enact with amendments Section 151
of Article 25 of the Annotated Code of Maryland (1924
Edition), title "County Commissioners, " sub-title "Public
Roads, " said amendments to said section giving to the
County Commissioners of Somerset County the right to
build certain public roads less than thirty (30) feet wide
when it is extremely difficult or costly to build them thirty
(30) feet wide.
SECTION 1. Be it enacted by the General Assembly of
Maryland. That Section 151 of Article 25 of the Annotated
Code of Maryland (1924 Edition), title "County Commis-
sioners, " sub-title "Public Roads, " be and it is hereby repealed
and re-enacted with amendments, to read as follows:
151. All roads opened under the provisions of this Article
shall be at least thirty feet wide, and when opened and suffi-
