EDWARD LLOYD, ESQUIRE, GOVERNOR. NOVEMBER,

1809.

the said children are entitled to a mill, situated on a fine stream of water, in said county, which
mill is now in a condition so very ruinous and decayed as to be almost entirely useless, to the great
loss and injury of the said children: And whereas it has been further represented, that the annual
profits arising from the real and personal estate of said children, after deducting the sum necessary
for their support and maintenance, would not be sufficient in several years to repair the said mill,
therefore he prays this general assembly to pass a law authorising him to make use of, and appropri-
ate a part of, the personal property belonging to the said children, for the purpose of enabling him
to repair the mill aforesaid; and the same appearing reasonable, and to the advantage of the said
children, therefore,

II. BE IT ENACTED, by the General Assembly of Maryland, That the justices of the orphans court of
Dorchester county shall have power and authority, upon the application of the aforesaid William
Bonner, senior, guardian as aforesaid, and being satisfied that it shall be conducive to the interest
of the aforesaid children, to authorise the said William Bonner, senior, to make use of and appro-
priate, under their direction and control, so much of the personal property of the said children as
they may think sufficient for the purpose of repairing the mill aforesaid.

LXXII.

An ACT authorising a Lottery to raise a sum of Money to purchase
a Fire Engine, and to erect a House, with an Alarm Bell thereon,
in the Western Precincts of Baltimore.

BE IT ENACTED, by the General Assembly of Maryland, That it shall and may be lawful for Ebenezer
Finley, Charles Bohne, William Cribs, Michael Kimmel, John Stouffer, Daniel Lammot, Asa-
hael Hussey and David Harris, or a majority of them, to propose a scheme or schemes of a lottery,
to raise a sum of money, not exceeding twelve thousand dollars clear of all expenses incurred in
drawing the said lottery, and to sell and dispose of the tickets thereof, and to draw the same; provided
that the said Ebenezer Finley, Charles Bohne, William Cribs, Michael Kimmel, John Stouffer, Da-
niel Lammot, Asahael Hussey and David Harris, or a majority of them that undertake to act under
this law, before the sale or disposal of any ticket or tickets in said lottery, give their bond to the
state of Maryland, in the penalty of thirty thousand dollars, conditioned that they will well and
truly apply so much money arising therefrom, within six months after the drawing the said lottery be
completed, as will satisfy the fortunate adventurers for prizes drawn by them, and shall, within
twelve months after the drawing of the said lottery is completed, apply the money raised by such
lottery for the purpose of purchasing a fire engine, and building a house, with an alarm bell thereon,
in the western precincts of Baltimore.

II. AND BE IT ENACTED, That it shall be the duty of the said managers, before they act as such,
to lodge the bond entered into as aforesaid in the office of the clerk of Baltimore county court, there
to be recorded, and upon such bond, or a^y office copy thereof, suit or suits may be instituted against
the obligors therein, or any of them, or their legal representatives, for any breach or non-compliance
with the conditions of the same.

III. AND BE IT ENACTED, That the said managers be, and they, or any person or persons ap-
pointed by them, are hereby authorised, to dispose of and sell all or any of the tickets of said lottery
in the city of Baltimore, or any part of this state, exclusive of any control over the same by the
corporation of the city of Baltimore, any law or usage to the contrary notwithstanding.

CHAP. LXXIV.

Jan. 1810.

An ACT authorising John M'Williams, late Sheriff and Collector of
Saint-Mary's County, to complete his Collection..

WHEREAS it is represented to this general assembly, by the petition of John M'Williams, late
sheriff and collector of Saint-Mary's county, that from various causes therein set forth, he
has not been able to complete his collection within the time limitted, and that there is still due to
him as sheriff and collector of said county considerable sums of money, and praying that a law may
pass to enable him to collect the same; therefore,

II. BE IT ENACTED, by the General Assembly of Maryland, That the said John M'Williams be and
he is hereby authorised to collect, until the first day of January, eighteen hundred and eleven, all
balances due him is sheriff and collector of Saint-Mary's county for the year eighteen hundred and
