dollars shall give all of his time and attention to the duties
of his office, shall supervise and superintend the outside
operations of said Commission, and shall perform such other
duties as the Commission shall from time to time designate.
The Commission shall appoint, discharge at pleasure, and
fix the compensation of a Secretary, a Treasurer, a Chief En-
gineer, and such engineering, legal, clerical and other force
and help as, from time to time, in its judgment may be deemed
necessary to carry out the provisions of this Act. Said Com-
mission, for the convenience of the citizens of said district
may establish an office at a convenient place in the District
of Columbia and all acts, regulations or orders passed in the
District of Columbia by said Commission shall have the same
force and effect as if passed by said Commission when sitting
in the Sanitary District; and all acts, orders and regulations
heretofore passed by said Commission while sitting in the
District of Columbia are hereby ratified and confirmed and
are to be given the same force and effect as if passed in the
State of Maryland. Said Commission shall annually pub-
lish in at least one newspaper in Montgomery County, and
one in Prince George's County a full and true account of its
receipts, expenses and expenditures. Prior to said publica-
tions said accounts shall be fully audited by the State Auditor
of, the State of Maryland, who shall be paid such compensa-
tion by the Commission as is paid the Auditor for auditing
other State accounts; provided, however, said Commission
may in addition to said State Audit employ a certified public
accountant to audit its books and accounts. Said Commission
shall always keep available and open to public inspection
during business hours, at its principal office, a detailed audit
and financial statement of its accounts.
Section 3. And be it further enacted, That the members
of said Commission shall be a body corporate by the name of
the "Washington Suburban Sanitary Commission, " with the
right to use a common seal, to sue and be sued, and to do any
and all other corporate acts for the purpose of carrying out
the provisions of this Act. In the event of a judgment at law
or in equity being recovered against said Commission or for
the purpose of amicably adjusting threatened or pending liti-
gation, the Commission shall at the annual tax levying period
of the respective County Commissioners next succeeding the
rendition of said judgment or compromise certify to said Coun-
ty Commissioners of both Counties, a tax rate, in addition to
