Commissioners or a majority of them to the highest responsi-
ble bidder or bidders therefor, for each, if the prices bid
are adequate in the judgment of the said County Commis-
sioners or a majority of them; and when two or more bidders
have made the same bid, and such bid is the highest and the
bonds so bid for by the highest responsible bidders are in
excess of the whole amount of the bonds offered for sale such
bonds shall be awarded to such responsible bidders bidding
the same price in a ratable proportion; and if any of said
bonds so offered for sale are not bid for, or if an insufficient
price be bid for them they may subsequently be disposed of
under the direction of the County Commissioners, or a ma-
jority of them, at a private sale, upon the best terms they
can obtain for the same; provided further, that said County
Commissioners, in their discretion, shall have the right to
reject any and all bids.

SEC. 4. And be it further enacted,, That the County Com-
missioners of Montgomery County be and they are hereby
authorized and empowered to levy annually on the taxable
property of the Second Precinct of the Thirteenth Election
District of Montgomery County (Silver Spring), a sum of
money sufficient to pay the interest on said bonds and to re-
deem said bonds as they mature and become payable, and said
taxes shall be collected in like manner as other taxes in said
County, and when collected shall be applied to the payment
of the interest on said bonds, and to the redemption of said
bonds as they mature and become payable.

SEC. 5. And be it further enacted, That the proceeds from
the sale of said bonds shall be used exclusively for the widen-
ing, grading paving and improvement of the Brookeville Turn-
pike, Sligo Avenue and Philadelphia Avenue in the Second
Precinct of the Thirteenth Election District of Montgomery
County, at or near the intersection of said turnpike and said
avenues north of the crossing of the Metropolitan Branch of
the Baltimore and Ohio Railroad over said turnpike and for
acquiring land either by purchase or by condemnation for the
above purpose.

SEC. 6. And be it further enacted, That the said County
Commissioners of Montgomery County in order to carry out
the provisions of this Act, are hereby authorized and empow-
ered to acquire by purchase or otherwise, any land necessary
