supervision to all work, repairs, building and maintenance of
the roads and bridges of said County, and all employees herein-
after authorized to be appointed shall be under his personal
direction, and he shall be responsible for the actual work done
upon the roads in the several districts of Howard County, and
shall cause to be made all specifications for the building of new
roads and bridges in said County. The said County Road
Superintendent of Howard County shall employ such help in
addition to those hereinafter provided for in this Act, as he
may deem expedient to carry out the provisions of this Act;
provided, that each employee shall not be paid a sum to exceed
the amount of three dollars per day, unless the said County
Road Superintendent shall first obtain the consent in writing of
the County Commissioners, which writing: shall state the amount
in excess of three dollars per day authorized to be paid to
said employees employed by the said County Road Superintend-
ent; provided, however that the amount paid for work done and
materials furnished shall not exceed the amount assigned by the
County Commissioners of Howard County for the purpose of
building, constructing and furnishing of materials of roads and
bridges for any fiscal year in any election district. The said
County Commissioners of Howard County shall only pay such
employees upon the vouchers signed and presented by the said,
County Road Superintendent, which said vouches shall contain
an itemized statement of the amount of money spent and the
name or names of each employee and the road upon which he
has rendered service or furnished material.

SEC. 119H-1. Whenever any person or persons shall desire
to improve any public road in said county to any extent beyond
that contemplated by the said County Road Superintendent he
or they may make application to the County Commissioners by
petition, setting forth the location of the road to be improved,,
the extent and character of the improvement, and the probable
cost thereof, and the said County Commissioners shall thereupon
order the County Road Superintendent to examine the location
and purpose set forth in the petition; and if he shall be of the
opinion that the public interest will be promoted thereby, he
shall report his determination to the County Commissioners,
setting forth his reasons for such determination and an estimate
of the costs of such improvement; and if the County Commis-
sioners shall approve the report of the said County Road Super-
intendent, they shall include in their next levy an additional
amount not to exceed fifty per cent. (50%) of the estimated
total cost, such levy, however, to be made only upon taxable
property in the district or districts wherein such public road
lies; provided, further, that the petitioners for such improve-
ments shall first pay into the treasury of the county an amount
