the levy shall be solely upon the taxable property of said
district or districts wherein are already located said old
roads or bridges and not upon the taxable property of any other
district of said County. Except as hereinbefore modified all
taxes herein provided for shall be levied and collected as are
other county taxes. All of the taxes levied and collected under
the provisions of this Section shall be disbursed by the said
County Commissioners upon the roads and bridges in said Coun-
ty, and in the manner hereinafter provided for and in no other.
If in any year the full sum set apart for each District, as in
this Section provided, shall not be altogether expended in said
District then so much as remains unexpended shall be credited
to such District for the ensuing year.

SEC. 119C-1. The County Commissioners of Howard County
on or before the first day of May, in the year nineteen hundred
and fourteen and every second year thereafter, shall appoint
some competent person as County Road Superintendent, for
the term of two years, who shall have had at least two years
practical experience in constructing, building, maintaining and
repairing roads in Howard County, and who shall have the
authority and right by and with the consent of the County Com-
missioners, to employ such civil engineer as in his judgment
he may deem prudent and wise; the compensation of such engi-
neer to be agreed upon by the Road Superintendent and the
engineer prior to said engineer's employment. Said County
Road Superintendent shall reside in Howard County during
his employment as such County Road Superintendent. He
shall receive a compensation of fifteen hundred dollars
annually, payable monthly. Said County Road Superintendent
shall qualify within thirty days after his appointment by the
County Commissioners by subscribing to the oath as required
by Article 1, Section 6, of the Constitution of the State of
Maryland, and upon such qualification shall execute in favor
of the County Commissioners of Howard County a corporate
bond in the sum of one thousand dollars for the faithful per-
formance of his duties. In case of vacancy in the office of said
County Road Superintendent caused by death, resignation or
otherwise the County Commissioners shall within thirty days
appoint some competent person having the above qualifications
as County Road Superintendent for such unexpired term caused
by such vacancy.

SEC. 119D-1. The County Road Superintendent shall have
the active control and supervision of the building, working,
repairing and reconstruction of public roads and bridges in
Howard County, subject to the control and approval of the said
County Commissioners, and it shall be his duty to give personal
