maintain necessary monuments and marks thereon. Any re-
straint or hindrance offered to such entry, examination, sur-
vey or placing or maintenance of monuments or marks by any
owner or tenant or agent of said owner or tenant shall be a
misdemeanor punishable under Section 18 of this Act.

SEC. 13. And be it further enacted, That the Commission
may make rules and regulations for the government and use
of all land or other property acquired by it or under its care,
and shall cause such rules and regulations to be posted on the
property to which they apply, and shall also cause the same
to be published at least three times within the sixty days
following their promulgation, in one or more newspapers pub-
lished in the District, and such posting and publication shall
be sufficient notice to all persons. The sworn certificate
of any member of the Commission of such posting and pub-
lishing shall be prima facie evidence thereof. Any violation
of any such rule or regulation shall be a misdemeanor pun-
ishable under Section 18 of this Act.

SEC. 14. And be it further enacted, That no plat or plan
of any sub-division of land into streets, avenues, alleys, lots
and blocks in Montgomery and Prince George's Counties with-
in the District, shall be admitted to the Land Records of either
of said counties, or received or recorded by the clerks of the
courts of said counties until the said plat or plan has been
approved in writing by the Commission. When so received
every such plat shall be firmly fixed in a well bound book to be
kept by the Clerk of the Court for the purpose of recording
plats and for the recording of which the clerk shall receive such
. fee as he shall determine to be fair and reasonable.

Every plat or plan of any subdivision of land into streets,
avenues, alleys, lots and blocks shall be prepared upon paper or
cloth of such size and character, with such notations, informa-
tion and markings as the Commission may, by rule, prescribe
and every sub-division of land as above set forth, shall have
such permanent markers, bound stones or stations as the said
Commission shall by general or special rule prescribe, which
shall be shown and designated on the plat thereof. The said
Commission and the County Surveyor of the county wherein
the land lies shall be furnished with copies of said plat when
approved.

Every sub-division of land within the District shall con-
form, as nearly as may by said Commission be deemed practi-
