active management of all persons working on the roads in their
respective districts; shall keep an accurate account of all time
made by them; shall inspect the work of the road Foreman or
Foremen in their respective districts as to the class of labor
that they are employing, and shall not permit other than able-
bodied men to work upon the roads at the current per diem
paid; they shall keep accurate account of the time the several
road gangs come to work in the morning and the time they
quit in the evening, and shall supervise the manner of their
work during the entire year when roads are being worked.
They shall have submitted to them, two days in advance of the
submission to the County Engineer, all road bills to be paid
by the County Commissioners of the County; and such bills
as they approve, they shall turn over to the Road engineer of
the County for his approval, and after the approval of the
County Commissioner residing in their respective districts and
the approval of the Road Engineer, the bill shall be submitted
to the County Commissioners for payment, and not before.
And the County Commissioners are hereby directed not to pay
any bill until at least two days before their meeting it has been
approved by the County Commissioner of the District where
the road work has been done and later approved, before presen-
tation to the County Commissioners, by the Road Engineer.

The intent of this section being that the County Commis-
sioners in their respective districts shall each give active super-
vision of this road work, and the people employed to do the
same, and of the time made by each and every man working
County roads in their respective districts.

SEC. 3. And be it further enacted, That the County Com-
missioner resident in the City of Annapolis, with the assistance
of the Clerk to the County Commissioners, shall act as Secre-
tary and Auditor to the Road Board, and shall keep an accurate
account of all bills paid; and shall at least once a month make
out a statement of the condition of the road fund of the current
year in the respective districts, showing the amount of the
levy for roads in each district, the amount expended to date
and the balance on hand unexpended; and if said fund is
overdrawn it shall be his duty to so report in this his report
to the whole Board of County Commissioners. A short sy-
nopsis of this condition of the road fund shall be published
monthly in the paper doing the county printing; and it shall
be his special duty to see that this report shows accurately
the amount of money levied for roads in each district, the
