CONSTITUTIONALITY:
SEC. 2. The unconstitutionality of any one or more of the
aforegoing provisions or sections shall not be construed as in-
validating the entire Act.
SEC. 3. All Acts or parts of Acts inconsistent with the pro-
visions of this Act are hereby repealed.
SEC. 4. This Act is hereby declared to be an emergency law
and necessary for the immediate preservation of the public safe-
ty, and being passed by a "yea'' and "nay" vote supported by
three-fifths of all the members of the General Assembly, the
same shall take effect first Monday in May, 1927.

CHAPTER 330.
AN ACT to repeal and re-enact with amendments Sections
663-A, 663-B, 663-C, 663-F, 663-H, and 663-O of Article
4 of the Code of Public Local Laws of Maryland (Revised
Edition of 1915), title "City of Baltimore, " sub-title "In-
stallation of Electrical Apparatus and Wiring, " relating to
the appointment of the Board of Examiners and Supervi-
sors, Secretary and Inspector, fixing their salaries, increas-
ing the fees and providing for the disposition of all fees.

CHAPTER 331.
AN ACT to repeal and re-enact with amendments Section 4
of Article 4 of the Code of Public Local Laws of Maryland,
title "City of Baltimore, " sub-title "Charter, " as the same
was enacted by Chapter 721 of the Acts of 1920, the same
relating to taxation in the territory annexed to Baltimore
City by Chapter 98 of the Acts of 1888.
WHEREAS, at the instance of the Mayor and City Council of
Baltimore, Senate Bill 239 and House Bill 326 (identical in
form) have been introduced in the General Assembly, proposing
