office. A majority of said Judges shall have power to do all
things committed unto said Judges. Any vacancy in said
Judges, caused by death or otherwise, shall be filled by the re-
maining Judges.

SEC. 5. And be it further enacted, That the three Com-
missioners so elected shall within ten days after their elec-
tion meet and organize by choosing one of their number to be
President. Any vacancies occurring in the office of Commis-
sioner, either by death, removal from the Town, resignation,
disqualification, or refusal to act as Commissioner, shall be
filled by the remaining Commissioners by selecting some citi-
zen of the said Town, who possesses the required qualifica-
tions of a Commissioner. Such Commissioner so selected
shall hold office for the unexpired term for which he shall be
selected, as aforesaid, or until his successor is duly elected
and qualified.

SEC. 6. And be it further enacted, That the Commissioners
under this Act shall meet in some convenient place in the said
Town on the first Monday in the months of September, No-
vember, January, March, May and July of each year, for the
transaction of the business of the said Town, or they shall
meet at such other times as the business of the said Town
may require.

SEC. 1. And be it further enacted., That the said Commis-
sioners shall annually, at least ten days prior to the holding of
the annual election provided in Section 3 of this Act, give
notice that such election will be held and the time and place
thereof, by hand-bills posted in at least five public places in
the said Town, and shall appoint within said time three Judges
of Election. Before opening the polls such Judges of Elec-
tion shall make oath before some Justice of the Peace of
Wicomico County to permit every qualified voter of said Town
to vote, and none other, and to truly and faithfully perform
the duties of their office. The hours for such election shall
be between four o'clock and eight o'clock past noon. Voting
may be held by written or printed ballots. No registration
shall be required to entitle any qualified voter of said Town
to vote and to have his ballot received and counted. After
the arrival of the time for the closing of the polls, as afore-
said, said Judges of Election shall carefully count all ballots
cast and shall certify to the Commissioners over their hands
and seals, the result of said election, and the three eligible
