SEC. 5. And be it further enacted, That at the next gen-
eral city election to be held in the City of Salisbury, next
after the passage of this Act, there shall be submitted to the
qualified voters of the City of Salisbury the question whether
bonds shall be issued for the purpose of extending and im-
proving the water and sewer system of Salisbury, and at
such election the ballots cast upon such question shall have
the words "For Water and Sewer Extension Bonds; " and
"Against Water and Sewer Extension Bonds" thereon, and if
a majority of the votes cast upon such question shall be "For
Water and Sewer Extension Bonds, " then the Mayor and
Council of Salisbury shall proceed to exercise the rights and
powers authorized by this Act, but if a majority of the votes
cast shall be "Against Water and Sewer Extension Bonds, "
then this Act shall be of no effect, provided, however, that the
same question shall be voted upon in the same manner at
any succeeding general municipal election at which the
Mayor and Council of Salisbury may, in its discretion, sub-
mit said question, and when submitted and favorably passed
upon by the voters as aforesaid, all of the provisions of this
Act shall immediately become effective.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public safety, and being passed
upon a yea and nay vote supported by three-fifths (3/5) of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 256.

AN ACT to repeal and re-enact, with amendments, Section
250 of Article 13, of the Code of Public Local Laws of
Maryland, title "Harford County, " sub-title "Sheriff, " as
the same was enacted by Chapter 98, of the Acts of the Gen-
eral Assembly of Maryland, 1918.

WHEREAS, There has been a great increase in the criminal
work of the Sheriff of Harford County, due to the construc-
