SEC. 3. That the government of said town shall be vested
in a board of three commissioners to be elected at large as
hereinafter provided, each of whom shall be a registered voter
of Prince George's County, shall have resided within the town
for at least two years next preceding the election and shall be
an actual resident at the time of election in the district from
which elected.

SEC. 4. The town of Berwyn shall be divided into three
districts. as follows:

District One shall include all of that section within the town
limits lying between the East line of the right-of-way of the
City and Suburban Electric Railroad and the east boundary
line of the town.

District Two shall include all that section within the town
limits lying west of said east line of the right-of-way of the City
and Suburban Electric Railroad and south of the center of
Prince George's Avenue projected to the west boundary of the
town.

District Three shall include all that section within the town
limits lying west of said east line of the right-of-way of the
City and Suburban Electric Railroad and north of the center
line of Prince George's Avenue projected to the west boundary
of the town.

SEC. 5. Any citizen of the town of Berwyn who shall have
resided within the corporate limits of said town for at least
one year prior to any election and who shall be a registered
voter of Prince George's County, shall be qualified to vote for
all elective offices of said town; and the judges of election shall
be the sole judges of the right of any person to vote in any
election.

SEC. 6. Elections for town officers, except as hereinafter
provided for the first election hereunder, shall be held on the
first Monday in May at a place or places to be designated by the
Commissioners, at which election the polls shall remain open
from two o'clock P. M. until eight o'clock P. M.

The election shall be conducted by three judges of election
and two clerks to be appointed by said Commissioners. At
least five days before any election the said Commissioners shall
cause to be posted in three public places in said town the notice
of said election, designating the place or places of voting, the
hours the polls are open, and the names of the judges and
