the ballots sealed therein, and the booths, to the clerk of the
Mayor and Common Council of Hyattsville, who shall faith-
fully keep the sealed ballot boxes for a period of thirty (30)
days after said election.
In the event of the majority of said votes being in favor of
the annexation of the territory herein described to the town
of Hyattsville, said territory, upon this Act going into effect,
shall be annexed to and become a part of said town.
SEC. 9. And be it further enacted, That this Act is an
Emergency Act, and necessary to the preservation of the public
health and safety of the citizens of the territory hereby an-
nexed to the town of Hyattsville and of the State of Maryland,
and three-fifths of the members of both Houses upon a yea
and nay vote having concurred therein it is declared to be an
Emergency Act and as such shall take effect from the date of
its passage.

CHAPTER 173.
AN ACT to provide for the collection of taxes on real estate
and franchises to use the streets, levied, and special assess-
ments made, by the Mayor and Common Council of Hyatts-
ville, to fix the date taxes shall become due, and the interest,
penalties and costs on taxes and special assessments.
SECTION 1. Be it enacted by the General Assembly of
Maryland, as follows:
SEC. 2. All taxes levied by the Mayor and Common Coun-
cil of Hyattsville on real estate and franchises to use the
streets shall be due on the first day of July next succeeding
their levy and shall bear interest from that date. On such
as remain unpaid after the first day of November following,
there shall accrue, in addition to said interest, a penalty of
one-half of one per cent, for each whole month that may
elapse thereafter, until paid, or a sale for default shall have
been finally ratified by the Court. All special assessments
made by the said Mayor and Common Council shall bear
the same rate of interest, as is now prescribed by law, upon
